Answer The arrangement we have at Andover is in conjunction with the local council, who have requested that this remains a free service. At present, the only way we can allow locker access to new users is to charge a refundable deposit for the key, with the expectation that the current holders will return it and claim back their money when they no longer need the locker. In the meantime, there are cycle hoops available at the station for those who don’t have access to one.
