Why are there Minimum Fare Restrictions for Network Railcard Holders?
The Network Railcard was introduced to encourage off-peak travel in the London and Southeast area. However, many passengers were using it for daily commuting. In 2002, the Association of Train Operating Companies (ATOC), who administers Railcards, introduced a £10 minimum fare for travel with Railcards on weekdays. Passengers can now choose whether to purchase the Railcard or take advantage of the range of other off-peak fares available.
